Since this is Touhou this question can be answered any way you want. Here's mine:
Yukari and Reimu's ancestor created the Hakurei barrier and prettly much founded Gensokyo together in order to preserve magic and the Youkai of Japan (and possibly the world). The shrine needs Hakurei or someone of her bloodline to maintain the shrine and in turn the barrier or Gensokyo may cease to exist and everyone in it dies. Being that Hakurei is mortal at a certain point before she retires she makes a pact with Yukari to get married with another human and their first baby girl would be taken by Yukari at around 3 years old to be raised to be a shrine maiden, then repeat the process when she turns a certain age (maybe 20?). When they retire they take on a new name and must never reveal their identity to the new Reimu if they ever see them.
