Why are dragons seen as such beasts of overwhelming power and majesty in Japan? In English folklore, they are always getting slain.

Dragons in either culture are different.

In the west, serpents and wyrms represent the oceans and disasters, and are evil beasts that slay humans in droves and greedily hold treasures of immeasurable wealth.
In the east, dragons represent the skies, that are helpful (navigation, pleasant sunlight and wind) when they help you and terrifying (the darkest nights, the deadliest storms), unstoppable forces when they're against you.
