Anyone can host their own server easily with the server software. It doesn't use that much memory, though your players will get annoyed if you turn on your torrents and lag up their connections.

OP, you need to make the server for nonpirates only and disable pvp. Anarchy doesn't work too well for building touhou statues and block-art of certain Japanese birds.
