If I had to guess, it would be the same reason(s) why I have a raging armpit fetish. The first part of it is that it's a part of the body which is generally considered to be vulnerable or sensitive.
The more important part is that licking someone's armpit, or eye, or whatever is a way of trying to convey that you're so in love with/infatuated with someone that you're willing to put your mouth or whatever on a part of them that isn't considered somewhere you're supposed to do that, or somewhere normal people would consider gross.

Just a guess based on my own perversions.
