The Touhou fandom tends to exagerrate character traits greatly. Cirno's stupidity, Ran's motherly behavior, etc. In Reimu's case, it's her cluelessness.
She has displayed tendencies to be unaware of what was going on at times, but she's nowhere near as uninformed as people portray her as.
