Riot shields aren't made to take bullets. They will wilt under rifle rounds. Small caliber pistol rounds may be stopped but it isn't something you should count on a riot shield to do. There's a reason they make shields out of metal when they expect to take fire.

Actually, riot shields are pretty easy to break, most of them can't even withstand low velocity gunfire.
And I can tell you that a ball bearing shot out from an improvised sling can break one as well, at least according to someone who actually clashed with police equipped with riot shields during protests here some two decades ago.
