Shikieiki wasn't fighting seriously, but just for the sake of making people think about their past deeds.

For Yuuka's case and the "Let's see who is the strongest in Gensokyo" line or whatever, that was just her trying to fire up Yuuka since she said Yuuka should act more youkai-like.

Showing off your power and wasting time in a battle with the sole reason of selfish ego is not like her AT ALL. Shikieiki is the most powerful touhou.

Shikieiki says that what Yuuka usually do is a problem (teasing everyone around her) and Yuuka says it's no big deal, then Yuuka says that Shikieiki's reasoning is wrong

Unfortunate that you do not realize that Flandre can be easily defeated it just requires the knowledge of how her power works.
You simply blind her and break her hands rendering her power useless, the main reason why she is locked up is because she can sometimes use this power sub-consciously without need of using her eyes or hands that and she IS insane so, she may accidentally use her power manually or sub-consciously the fact that she is also a vampire only adds to this, that is why she's locked up.
