I like this idea, as it would be a good way of tying down shitposters/btards. You could also just make it a (very intrusive) cookie, and you simply can't post unless you allow the cookie script to run.

Only issue is that, it would take away more "freedom" aka hurt peoples' ability to shitpost/raid, aka nothing of value would be lost to anyone besides /b/tards. The other issue is that it would put a noose around what many people like about 4chan.. its casual and often off-topic and unpredictable conversation. If that was heavily moderated or controlled in some way, then you could very well see an exodus to some of the 4chan clones.

How about a priority-version of 4chan, where you pay per board... every board you pay for = you can access a version of that board that only other people who also paid can use. You could also get options to view posts made in the priority-version overlayed (or even mixed right alongside) the posts from the default board. You could also hide the normal board too if you like. This would allow for all three things /jp/ wants - exclusivity, only people who really belong here have on-topic discussion, and a way that deals with shitposters and spammers since you can just ban their accounts. Trolls automatically own themselves, because no matter what they say because they are automatic idiots for paying real money to do what they could still do on the free boards (plus again trolls can just get removed from the priority version).
