I don't think so, you have to have some things in common obviously, but Patchy and Remilia do.

To me Remilia likes Patchy because she can try and get a rise out of her. Someone to play with, be cute for, etc. etc. Not like a toy, but like a much older sister.

Patchy likes the attention and she likes Remilia being Remilia. She'd never admit it, but she doesn't seriously push Remilia away either and does a poor job of hiding the fact.

Patchy was a professional associate of the former master of the Scarlet Mansion, Remilia and Flandre's magician father. Remilia and her sickly sister were transformed into vampires by a demon Remilia summoned using a book she stole from her father's library, ironically enough in an attempt to make her sister well enough to go outside and play in the sun. The demon then killed their father and began terrorizing the mansion; due to Remilia's "inheritance" of the estate due to her father's death combined with her vampirism, servants who attempted to flee during this time became mindless, subservient ghouls. Some time later, Patchouli and her bodyguard, Hong, paid a visit to the mansion (which had become known as the Scarlet Devil Mansion after the local population's new nickname for Remilia, the Scarlet Devil) after worryingly not hearing anything from Remilia's father. They found the mansion in a state of chaos; Patchouli and Hong fought with and destroyed the demon, but in the process Patchy was severely weakened. As compensation for taking care of the demon, Patchy appointed herself the librarian of the mansion and started helping herself to Remilia's fathers books, a position she will continue to hold until she either regains her full strength or has finished reading all the books.
