i don't know why i'm answering this, but...
to be more accurate than a popularized english translation,

なんでやねん＝なんでだよ in kansai dialect, correct me if i'm wrong

in the context it's used, it could be expanded to "なんでそうなる[んですか]?"

taking it further, since it has a lot of contextual applications there would be a good number of english translations.

"what the hell lead you to that conclusion?"
"what the hell is that logic?"
"why the hell would you say that?"

so yes, "what the hell" is a decent translation. it simply expresses negative disbelief/shock at something the other person has said or done. it may not give enough situational specificity for an english speaker to completely understand why it's being said, though(depends on context). however, another consideration is that part of the humor effect is that the listener is supposed to implicitly understand what was stupid about what the other person said or did without the statement explicitly specifying said stupidity, so it's probably best to keep it as indirect as possible.
