Lots of people here would vouch for Yukari, but she's not nearly as strong as fanon makes her out to be. She's very strong nonetheless, but not necessarily THE strongest. It's extremely vague what the upper limits of her powers are (or aren't) and hence going off of what she's known to have done, she's not as godly as some people paint her to be.

If you are talking about things like being able to blow up the planet you'd look towards some of the PC-98 chars. But it doesn't matter if you blow up the planet because Mokou, Kaguya and Eirin are all immortals. Ex-Keine could potentially remove their abilities though by retconning history itself. There are so many incredibly powerful Touhous that it's really hard to pick one out as strongest, there's handful that ALL have god-tier powers, just pick a favorite one.

To understand how powerful Reiuji is would require to figure out where the Yatagarasu sits on the pecking order. My understanding places it below Amaterasu, so Reiuji by extension is not at the height of the pecking order. She is definitely above the Earth gods (Kanako and Suwako) because she is based on a celestial body rather than a planetary feature. Arguably, she can lord over the Earth gods due to how the Sun influences their given elements.

I am personally on the same boat as the OP, as I believe Reiuji is the most powerful considering the deity she's replaced. Whether or not that is an actual ascension from Youkai to god is arguable, but I find it within reason to think she has the potential to be - or is indeed - a god.

I'm not particular on stage order to indicate strength (Fanon designs such as EX-Rumia delight me).

In regards to her status as a pet, there are some mythological gods I can think of, such as Zeus, who did similar things for a time. It is not unheard, for however long the time is, to play a role they want to.

But, to be more specific, I think the answer is simpler. Reiuji was a Hell Raven before consuming the Yatagarasu and taking its power. She was not born a god, so she very much possesses the mind set of a mortal being. Will her simple minded nature disappear over time? I would probably think so, depending on if she is or will become a star god.

There is also the possibility to consider that star gods have different needs than earth gods. Kanako and Suwako need faith to continue existing (if I recall correctly), star gods such as the Yatagarasu or that moon god may not need that faith. Their system of existence might be more focused on rebirth/reincarnation of existing power. If such is the case, Reiuji may not be under any compulsion to sustain her godhood (if she does have it).

Adding onto my own point here:

The most crucial factor in determining Reiuji's capabilities is figuring out where the Yatagarasu stands on the power scale.

If, for instance, there really are different tiers of gods ranging from local deities, to earth gods, spirit gods (death, afterlife etc), star gods (celestial bodies) and so on, we have a different picture to look at.

Watasuki's ability might only affect local deities and earth gods, leaving Reiuji in an entirely separate tier of power still. Now if "all the gods" is to be taken literally, then she can probably call upon the gods that rank about star gods.

Which in itself would by default make her the most powerful of the Touhou characters.

Sanae is probably one of the potentially strongest. All the shrine maiden powers of Reimu plus she's actually a goddess too. She can invoke herself like Prier.

Most people's powers are too ill described to say anything, but probably one of the magicians, because they don't have weaknesses like those characters who only have one kind of ability or any sort of limits to their power. Byakuren is probably up there because she had nothing to do but practice her magic for 1000 years.

You can't really discuss who would win in a fight in any meaningful way.

On one hand, Reiuji commands the power of a god but retains a fairly simple mind.
