Can Ryougi Shiki kill Kaguya and Mokou? First kill the concept of their immortality then kill them? This is under the assumption that Kaguya and Mokou allow her, and that she's at her most powerful.

Incorrect, Ciel was due to being forced back into existence by the world.

Kaguya and Mokou's bodies are basically null, as the Hourai Elixir made their bodies from their souls. Furthermore, their souls were irreversibly made "eternal", as Kaguya's power describes, unchanging for infinity. They cannot leave the world because there is no way to destroy their souls, and their bodies will be remade eternally by their souls.

That's a limitation specific to dude Shiki. Femshiki can destroy the universe and remake it without a specific person, or taking it down a few notches, kill things that have no physical manifestation, like a "rumor."
