Didn't connect your premises there. Western animation techniques were (inefficiently) employed during the early 20th century. Prior to Tezuka, everything was completely disjointed and no recursive "art" style could connect the highly experimental and dissolute flurry of 4 man animation production teams coming out of pre-war Japan. The reason every pre-war anime took on the Fleischer style is because that's all the Japanese knew. By the time consistent characters did appear, Tezuka's style was influenced by, not based on, Disney designs. Largely because Disney WAS animation in the 40's and 50's.
