A suffering god or religious figure will be many times more popular with the people than any other kind of deity. Being able to relate to your patron god/leader will always make a difference.

It is for this reason that Byakuren's faith will increase while Kanako's will dwindle again.

Gensokyo is a thriving world free from the nightly terrors of years gone past, the people and youkai live in peace and comfort. The raucous festivals of the wind goddess will attract more faithful than the reserved sermons of a race traitor.

A religion preoccupied solely with suffering and hardship offers only placation to the worshipers, only to mend what is broken. It's a life of drudgery with no joy, only solace, offering only the peace of the grave.

Kanako teaches the celebration of life in all it's chaos, letting her faithful turn their eyes from the grind of suffering to the splendor of living. She lets us shoulder our burden and march forward bravely, not hold it to our breast.

Byakuren isn't anything the villagers of Gensokyo haven't already encountered before, another weirdo youkai with strange ideas.

On the other hand, the youkai of Gensokyo aren't exactly oppressed, Reimu doesn't count as all but the youngest youkai respect her position and equal attitude towards all comers. The youkai of Gensokyo are pretty spoiled and like to stir up fun where possible as something to do, a sob story alone won't grant faith.

Kanako actually works for her faith, helping the local youkai not only with spiritual support, but with technological advances and help. She's a go-getter with a plan which is why she clashes most with traditionalists.

Not that Byakuren is even collecting faith, she'll just enjoy Gensokyo like the rest of them.
