There's a reason why they haven't done the same with the remaining Iowa-class ships, the US could probably put in an order for another aircraft carrier or wing of F-22s for the same cost, and these would have far more utility than a battleship could ever dream to have.

The JMSDF has an official strength of 46,000 personnel (currently around 45,800 personnel), operating some 110 major warships, including 18 submarines, 47 destroyers and frigates, 29 mine warfare ships, 9 patrol craft and 9 amphibious assault ships (total displacement of approx. 432,000 tons).

They do not operate their own carriers as they are first and foremost a defense force, and are within striking distance of any enemy they might be called upon to engage. That said, the United States Navy has a substantial presence in Japan, which often includes one or more carriers, and the Pacific Fleet is a stone's throw away.

Japan has a number of missile destroyers, in fact that's what makes up the majority of their fighting force. They've got ~30 or so, if my memory serves me. They also have 5 submarine squadrons.

The key omission is aircraft carriers, which have proved to be unimaginably useful in maritime conflicts, and it is a weakness of the JSDF. However, they do have 4 DDH class ships which are essentially "helicopter carriers."

Some Captain in the USN couldn't board a JSDF vessel and be like LOL I NEED THAT SHIP YOU DRIVE. The ships, regardless of financial ownership or contract status, answer only to JSDF command.

The US government could put pressure on the Japanese government to make them do certain things, and "gently" remind them of who paid for their ships if they resist, but ultimately those ships are under JSDF control, and those orders would come from JSDF personnel.
