Yes, there is. mpkeycfg.exe. try /rs/. Works with MB and MBR, haven't tried MBAC yet so I'm not positive it works there.

If you can read moon I guess Tokimeki Memorial would also work.
I can;t really help you with non-english Dating Sims, it's not really my area of expertise.
