I don't think you understand. I live in the United States, a place where there is already an Agency out to catch anyone who inhales, or has inhaled, Cannabis.

They throw you in an enormous complex with many sweaty, hairy men who haven't seen an actual vagina for decades, to be fucked in the ass until you can't shit properly.

I don't think you understand. No-one in the FBI or whatever other American agencies deal with drugs really cares about some unremarkable drug user. But if you risk bringing some disarray to the Imperial Household, then The Agency will hunt you down relentlessly. The whole drugs thing would just be an excuse to deal with you legally, since Japan is a lot stricter than America about that sort of thing.
