Does anyone on /jp/ seriously calls himself an otaku? Can you call a westerner an otaku if he has interest in otaku culture, instead of being biased towards Japan like a weeaboo?

I for one, enjoy things that are considered otaku culture, but have no real bias or interest towards japan as a whole. Also, I enjoy western things equally. I would not really call myself an otaku, just someone with an interest towards things otaku.

Not really. Sometimes I use it like I'd use "nerd" or something, like when making a sarcastic comment about myself being a fat loser otaku who faps to drawings. I dont mind other people using the word, I actually kind of like it.
