This seems to be the case, going by the second SW manga. At the very least, familiars don't seem to be normal animals to begin with.

Hm... if you've ever played D&D, think of the familiar system that wizards and sorcerers use. It's kind of like that, I think.

Do note that Marseille eventually does get a new familiar after the death of her old one, but the new one was one of the offspring of her old one.
