Nah, Marisa is Chaotic Neutral, like Suika and the fairies.
Reimu is Lawful Neutral, like Youmu and Shikieki.

As for true Evil, dunno lol.
Yuka and Kanako are the only ones doing evil for the sake of evil or their own interests.
Remilia and Yuyuko were acting for their own survival and were kind of ignorant of the consequencies fo the others.
Utsuho was just Kanako's pawn.

I'd say that Mystia is one of the most evil touhous according to canon, between Chaotic Evil and Stupid Evil.
She is said to make people blind and eat them (then retcon to trick 'hem to buy her stuff) and goes to the human village to terrorize people just for fun, also she sings all the tima and it's annoying.
Also yamame and bucketloli, they are just mindless meneaters, yamame is a plaguebearer in top of that.

Okuu's intentions were always good. When your body is adapted to function best at 2000 degrees celsius and you live on a planet with a surface of 70% water, engulfing the world in an everlasting firestorm is a good thing. To you.

As for Okuu's relation to the Moriya crew... you can discuss that forever and only ever agree the whole affair is pretty messed up.

No, Medicine is innocent, she doesn't know much about the world since she stays inside the Suzuran field all the time. She's very childish and her train of thoughts can be changed in a whim: she decided to liberate dolls just from her conversation with Eiki. All she needs is proper education, but, oh dear, Eirin and Udongein are the only one that approached her at the end of PoFV.

Most youkai are closer to Neutral. They attack humans because that's what youkai do for a living. Their quick and widespread acceptance of the danmaku system (which allows them to attack humans with non-fatal consequences ) implies most aren't evil.

Kanako is probably Lawful Neutral with Good tendencies, she actively looks out for her followers. Nuclear power is not dangerous, especially when you have miracles at your disposal to contain it when necessary. Utsuho most likely wasn't given enough power to actually do what she claimed she would. Remember that she swallowed Yatagarasu, so it may be that she's just acting as the sun crow's yorishiro/host (like Reimu/Yorihime (or Toyohime, I don't know which one's which. Only read bit of CiLR and none of SSiB. ) do. )

Death threats don't count much in Touhou, since having a massive ego seems to be a prerequisite of being youkai, everyone brags about how super evil they are. Even Akyu admits her youkai acquaintances ask her to portray them as immensely dangerous and powerful.

I kinda wanted to pop my head in and remind everyone that excluding Suwako's actions during Hisotensoku Kanako acts like a representative for the Moriya Shrine, meaning she herself alone isn't really the one "to blame" for their actions or so to say. It's hard to say how many parts Suwako and Sanae play overall when it comes to making plans and moving into actions, but it's quite clear that they work as a team even if Kanako is officially the head of the Shrine.

And on a related note; On the english language wikia it states on Okuu's profile that the voice she heard was "presumably" Kanako's but in japanese retellings of this it's not unusual to see Suwako take on the role as the one who communicated with Okuu. Perhaps it's because she was mention in MoF as acting mainly behind the scenes. Maybe I'm forgetting something vital but it is ever stated in SA that it was Kanako alone who met with Okuu and carried the deal out?

Suwako belongs to the native/"land" deities (kunitsukami), so she probably doesn't have the standing to contact Yatagarasu and jam him inside Okuu.

Yatagarasu is associated with the heavenly deities (either Amaterasu or Ninigi's maternal grandfather Takagi-no-kami. ) and is the grandson of the uh, Whatshisface-no-mikoto. You know, one of the three big guys in the creation myth.

It may be that Kanako sent him down to the former Hell.
