Even if the Vocaloid3 engine is released early, we'd still have to wait for a company to pick it up and develop a vocal databank using it. the developement of a Vocaloid takes between 4 and 18 month ( appends dont count ) . So I'd say we wont see a Vocaloid3 before 2012 at least.
Still looking forward to it. The recent increase of popularity of Gumi proved that fan can appreciate the voice before the character design

The english and japanese Vocaloids are developed by different companies.
And I'd say the english ones are slowly improving, if you disregard Sonika. The best ones so far are Prima and Tonio - of course they are operaloids but their phonemes have been recorded so that they can sing any latin-based language : Italian, French, english, etc. And they roll their 'r's nicely. Big Al is a solid databank too

I tried Sonika, and I can confirm that she has abolutely no breathiness - and for an engloid that's catastrophic. I can understand that zero-g wanted to appeal a japanese demographic by giving her harsher sounding phonemes, but she ends up being simply bland with a basic tuning - even worse than a Vocaloid1

Yuki does alright, she already had a full solo album made, which is typically a sign of a decent fanbase.
Other than that, I'll wait for Vocaloid 3 to prove itself before I get excited... sometimes the Japanese have a funny idea of what constitutes 'progress' for stuff like this. The append project has already shown itself to be made of dreams and love, so I'll place my enthusiasm all in that court for the moment.

A journalist Ken Fujimoto has interviewed with the developers of VY1, and one of them, Hideki Kenmochi of Yamaha Research and Development, mentioned VOCALOID3. Here's a part of the interview.
>"As the developer of VOCALOID, we need to push ahead with improving the sound quality. To achieve the purpose, we are approaching from the two different directions: one is the improvement of making databases, and the other is the improvement of the synthesizing engine. As for making databases, we heard Crypton and other licensees were contriving to improve their databases, but we should not just leave it to them. Therefore, VY1 has also a connotation of our progress report. Of course, we will share our research achievements with our licensees."

When we developed VY1, we made radical changes in the way of making databases, but the engine itself is still VOCALOID2 which has been used in previous products.
