Not really, he is bad at realizing others attraction towards himself, there is a difference.

He is an empty and a broken man, who would ever love such a person?
Besides, romance has no place in his life if he were to pursue that goal.

You may very well be right, I haven't read it since it's release.
But, all I remember is, Shirou telling Shinji to act straight and not be a bitch to everybody, punch his face when he didn't listened and used violence against Sakura, and refused to work together with him in the war.

Well, I don't know. Tohsaka can be a rather explosive person either way, and most of the time I believe romance was involved, unless it was magic.
And from what I remember I believe he often knew when he was grinding her gears, Archer teased her as well.

But I bet there are tons of stuff I don't remember, but I have a hard time believing it owuld be bad enough for one to call him "socially challenged" or something along those lines. (as long as one doesn't count the romance thing)
