I'm pretty sure, while Nasu wrote his role in Fate/Zero (needed a third king to equal Gil), he did not design him.

Actually, Rider didn't have a beard at first, and Alaxander the great was/is in fact rather (in)famous for not having a beard, something all real men had.
Not having one was could raise questions on ones sexuality and what not, but due to Alaxander's position no one could say it to his face.

Anyway, he didn't give Rider a beard at first, afterwards however they raised a consensus on how he needed the beard for manlyness.

I doubt it has anything to do with Ganandorf.
