Specifically her depiction as a "bird brain" in fanon just due to her seeming forgetfulness in Hisoutensoku.

Personally, I like the idea of so much power and the control needed to keep it in check held by someone that just doesn't care much about it and the consequences. Fits well with the idea of touhou.

On the other hand, I don't like taking it too far like I see some do. It just ends up as Cirno baka baka niner jokes, flat and meaningless.

That's pretty much what happens. With such a large cast, fans are going to focus on the most distinctive traits and blow them out of proportion in order to make them stand out.

She's fortunate to have that, there are a lots of Touhous that seem stuck in fan-limbo until someone makes some fan content that makes them easier to relate to than the games. (e.g. Miracle Hinacle)

As mentioned, I think Okuu is slow but not stupid. A daft person would, having not seen of it themselves but only hearing about it from someone else, would look for a "large humanoid shape" in unrealistic places, even in Gensokyo; Utsuho comments in a beat that something as large as described would be impossible to miss seeing (in the reactor core) and is rather unrealistic to begin with.
