I figured the left Alice was human then later she became Magician (race) Alice.

Failing that it just supports the notion that youkai don't get a set form and will gradually change their appearance based on their mentality. Alice isn't immature so her form naturally aims to be older. I'd like to think that the younger weaker youkai will eventually given enough time look like their more sophisticated stage 6 bosses in their own style.

That said, I think that, really, ZUN wasn't satisfied with PC-98 Alice's design but liked her character so he just changed it when he moved her over to the windows games. I'm extremely glad he did that, though!
