Battlemage is my main, but I started making a Witch only level 20 so far, but it's freaking fun juggling around and everything and also flying through the map.

Nobody likes playing with battle mages in late levels, the chasers start scattering enemies everywhere, and it will only get worse with the level cap going to 60 soon.
Unless you want to grief people in pvp with mash combos, then by all means stick to BM.

In my opinion, snow dust is wasted SP that could be used on more useful skills. Only noticeable effect of high levels is more and better procs. Acid rain is just bad. In parties, you'll hardly ever use it as your team mates will probably kill things before it does too much damage. I guess it's okay for soloing. Never used backstep or fang.

You must be a fairly new player, no offense.
"Rainbow" building is a very common mistake for newer players who haven't seen how the game changes into 40s, and really will change into the 50s.
Speccing everything works at low levels, but the higher you more you fall off. First things get mediocre, then all of your skills start to suck, and finally you are doing so little damage you can barely outdamage boss regen (especially for a witch.)
Getting at least level 1 of every move is a terrible idea. You will end up rerolling, I guarantee it not out of condescension but out of experience.
I hope you're a member of at least one of the /jp/ related guilds in some fashion. Bros shouldn't let bros spec for failure.

I don't know a single player who leveled up a first character and was ultimately happy. Rerolling is incredibly common, and usually fairly painless if you have a guild.

Pick 2 elements and max everything in them, or pick 3 elements and take the best skills. Best ones on dark are gravitas and swatter. Drill for ice, enhanced missile and spin (maybe collider) for light, and shururu for fire.

Elementalist, Witch, Summoner were my first three characters. Only other one I have is a Brawler, because Hidden Stinger+Mount is some of the lulziest shit I've ever seen. I'm really behind though. Stopped playing when I hit cap back when it was 40 and only just got back into it now.

All of my characters have some annoying skill build failure though that's going to really piss me off when I hit cap. My Elem has some points in Shururu and I want to drop Halloween Buster for more Void. My Witch has too many points in Library and MM. My Summoner actually took Freet. I could just reroll'em, but I really don't feel like doing that. I'll just wait for them to drop the price on respec pots... wtf is with the $25 price tag?

this is my lvl 50 witch build (42 right now) about the only thing id change would be to drop the flyswatter and death dust then drop Black Manteau back to 1. At 60 i plan to get the awakening too.

Witch patch is after priest patch and female gunner awakening is after witch patch. So won't be for awhile. Unless Nexon decides to mess with the order.
