By third world you mean uncivilized? There are some with potential to reach world power status. The obvious ones are Japan and China but it's also possible with Korea, Orange(civilized but as backwards and sparse as the boers are, it might as well be considered uncivilized), Persia, Indonesia(playing with save files), and a few others. Basically, it's a matter of population, location, initial RGOs and size.

Also hard mode but not impossible: Mexico (goddamn yankees), other minor german states, Switzerland, Denmark and Greece
