I like the world setting the best. Being able to substitute building a big enough hunk of metal and jamming your soul in it for technology has quite awesome implications, such as some ancient Aztec tsurugi stashed away somewhere that runs on sacrifices (you insert a victim instead of a pilot, tsurugi goes on by itself until it runs out of sacrificial blood, you take the bloodless corpse out and put in another. Who needs ethics when you have mass clones? ) or something.

They did build it with the "I've got the bigger gun so I win" mentality in mind, but it was actually the result of long research (and still an unfinished project, at the time of confrontation), it was nothing so haphazard as you make it sound.
It took either two of the best Tsurugi around, or a Shinogi expressely forged to kill Tsurugi pilots through whatever defenses to stop it.
