Hypothetically, let's pretend that your statement is true. Imperialistic Japan was a result of flawless direct democracy. The thing is, it's only a representation of the majority, not the entire populace. If 51% of the population vote and pass something, the other 49% could vehemently be against it for all you know. Thus generalizing an entire population in a democracy is still not something an intelligent person would do. A country is not like the Borg, they don't have a hive mind.

You clearly don't understand how Japan works. When the winning party is announced, it is common practice for all the people to follow it blindly and without questioning, and if necessary completely forget that before the elections you were vehemently opposing its policies.
It's called jumping on the bandwagon and Japan has always been a master at it.
