What is the kanji that goes before "PAD"?

It's the kanji for long or chief. The later in this case. And usually, I've seen it *after* PAD (PAD長).

The meaning being "Head Pad", as opposed to Head Maid (メイド長). I'm not sure, but I think it's pronounced "chou" in this case ("PADchou or Meido-chou"). I guessing this pronunciation from "taichou" (squad leader). Actually, I'm basing almost all of this on that.
