Those stats are from the Japanese National Police Agency. It's separated out into "crimes" (murder, rape, theft, etc) and "offences" (visa overstay, drug use, speeding, etc).

Chinese and Russians have a higher rate of serious crimes than native Japanese, but they're the only ones. Everyone else just gets caught for the little stuff.
