All trolling aside, Beatrice the elder could indeed have been Jessica.

Remember, this is from Sayo's warped mind. What she thinks of as magic we can just think of as two girls committing pranks.

This would also explain why Jessica shushes Kumasawa in episode two. Mainly, because she was going to bring up an embarassing anecdote about Jessica pulling pranks. Do recall that Natsuhi punished her quite frequently for silly behavior as a child.

If it's not Jessica I don't see who else it could possibly be. Moe Beato is Shannon and Kumasawa is Virgilia. Jessica has also been on the island her entire life and I could see her playing pranks. Probably also heard about the Akujikishima legends from Kumasawa. Also who else would have given Shannon the brooch?

The issue we have here is that while Jessica grew out of the Beatrice thing, Sayo kinda.... sorta.... went overboard with it.

Beatrice the Elder doesn't correspond to a person. The episode makes that clear. She's the phenomenal Beatrice - the witch of the forest, the witch of the portrait and the witch of the legend - the imaginary figure on whom the human Beatrices (Shannon, as well as the one Rosa met) were styling themselves.

My question is that if "the final form of the witch as sealed away by Kinzo" means that it's this Beatrice about whom Kinzo's always shown pining, then doesn't it mean that his waifu was really a waifu - that she never had a basis in a real person?
