The point is how they each pursue the ideal of "justice". The moment Archer became Kiritsugu (i.e. he started killing few people to save more as a counter guardian), he felt betrayed by its ideal and wished to kill himself. If anything, Archer in a sense is the failure of Shirou as Kiritsugu, the proof he couldn't be like him because he couldn't sort out all the inconsistencies between ideal and reality.

...No, not really. Up to his death, even with all the failures and not making that much of a difference, he was satisifed and with no regrets since he still tried to save people. The problem came up in afterlife, where even as a Guardian, he could not only not prevent disasters, but not even save people, just clean up.

He was like him during his life. Afterlife and eternal repetitions is a different thing.

Well Archer did live up to the ideal to the very end of his life, and an eternity afterwards.

It was only "after" the eternity that he realized that it never worked, and as a result he was stuck doing what he utterly despised for the rest of eternity.

He did live up to the ideal, and he died happily, it just didn't stop there, it continued forever and it took a turn never wanted, being faced with how it was impossible for him to succeed (as he knew he had already tried everything an infinite number of times), instead being thrown the ugliest sides of humanity right up to his face for an eternity, with the burden of cleansing them instead of saving them.

And in a sense it's not really as if he wants to kill "himself", he wants to kill shirou, but his actual goal was to stop his (and shirou's eventually) un-life and never ending work of cleansing of people they wanted to save.
He gave it a go, it failed, and he grew to want it to end like how it's supposed to be after death, instead of doing something he doesn't want to be done for infinity.
