Is the primary characteristic a human, but with animal features (Ex. cat ears, wings, tail, etc)? If so, then it's not furry.
Is the primary characteristic an animal, but with human features (Ex. erect posture, human-like body, etc)? If so, then it's a furry.
Is the primary characteristic an animal, with normal animal features (Ex. a plain dog, cat, dragon, etc)? If so, then it's a furry.

For example: Chen is a cat, but her appearance is that of a little girl with cat ears. Not furry.
If you search DeviantArt for furry, you will find thousands of things with a lot of animal characteristics (and you will acquire permanent brain damage too, so I advise against it) - those are more based on animal than on humans, as you can see by their faces most of the times. Those ARE furries.
And then there are those people who fap to dogs and cone dicks. Those are furries too.
