It's been heavily implied (stated, if the source is trustworthy?) that the spellcard system was created during Reimu's time and was completely lacking from her parents' time. The entries in PMiSS are alos of old information, perhaps most articles being as recent as Reimu's grandparents depending on how long it takes between incarnation?

If we assume that, when the bulk of the articles on youkai were written, the focus was on being as "anti-youkai" as possible so for the protection of the populace. A time when youkai couldn't enter the Human Village, even the most adventurous fairies perhaps being turned away. Based on Akyu's final words, that seems to be the case.

So, Akyu's not lying, per se. She's releasing this volume as-is because the next edition has to be radically adjusted.

Of course, I still retain the right to call her Akyuu the Liar.

Old Youkai are confirmed to have a bad memory. Yuyuko probably doesn't even remember what she had for breakfast.
