Correction, spells and summons can be learned. But unless you're an Ice Fairy you cant manipulate Ice. You could learn how to cast Ice like Mokou does with her fire but you wouldn't have control over it. Hence the reason why Mokou cant put out fires. Lots of powers in the Touhouverse are borrowed powers such as Utsuho or Sanae's powers. Gods for whatever reason allow trouble makers to shit around with their powers.

Now that I've reread your post you make a good point. Yorihime wasn't born with the power to summon gods, it's just a technique she learned. According to her, she's the only one on the moon who's capable of doing the technique. Her sister on the other hand does have a special ability that she was born with. I doubt one can 'learn' her inherent ability. Same thing goes for Kaguya's ability.

Invoking the power of the gods cant be that hard if a lazy miko like Reimu managed to pull it off in a few days. The best answer to the OP's question would be Marisa. If you're a magician you have the potential to not only become a youkai but to master almost all of the attacks you come across.

Reimu seems to have innate talent for god stuff. It's always said that she hardly trains at all, and yet she's a very talented miko (though terrible at her non-policing duties). I guess she does train in SSiB, but she picks everything up very quickly and has no trouble during the moon flight.
