The mere fact that rules exist means that she is not anarchistic, moron. Anarchism is the absence of binding societal rules.

She takes a more individualistic approach to problem solving, as instead of getting someone to arbitrate a dispute, she just lets the two parties fight about it using well-defined ground rules.

The fact that losing has severe implications means that people aren't going to use it for trivial things. The fact that even the weakest creature in existence can demand a danmaku battle means that everyone has at least a chance of surviving.
