Basically Cthulhu cannot be killed or injured since he/it consists of material that cannot exist according to the laws of physics. Your best and only bet is to use magic for containment.

However, Cthulhu may have a possible weakness since he/it deteriorates in an unspecified way while hibernating, unless special measures are taken to prevent this.

Among the eldritch horrors Cthulhu is actually rather lowtime, even if he has great influence over humans and human minds.
ORT could take on the planet itself, but it wouldn't change the fact that neither of them has a normal sense of death, they won't die.

I never quite understood how to interpret that part. It would seem as Cthulhu is just as much a seasonal phenomenon as a living creature.
At the same time, it is stated that Cthulhu is capable of communicating on a mental level while hibernating (although for a human the "communication" is more like all-consuming insanity on the receiving end), while the original short story makes little mention of this occuring while Cthulhu is out walking. Could this be taken to mean Cthulhu, as an organism, exists in two different forms depending on the occasion? Similar to if a dragonfly could shed its wings and become aquatic once more at the onset of Winter.

In certain cases, when a civilization they discover is too aggressive or dangerous to coexist with the rest of galactic society, they do take actions to rectify them.

And if dismantling the civilization secretly does not work, they can take military action. Unless the aggressive civilization spans thousands of worlds, the war will likely be short, as a single small warship can completely obliterate a solar system. As in, destroying the planets within minutes and removing considerable amounts of mass from the star.

I never got people who took TTGL seriously.
And I really don't understand the people who took the TTGL powers seriously.

To begin with they contradict themselves.
The universe in TTGL has a limit to how much "power" it can hold, thus none has reached or breached that power as the universe is still there.
When they faught against the anti spirals, the anti spirals were stronger up until the moment were that guy sacrificed himself and turned himself into spiral energy.
The fact that both of them were stronger than eachother at one point proves that neither of them had infinite power.
