No it isn't, open-source or shit for that matter. The video is talking about involving your players to some extent with designing your game. The Touhou games haven't really been affected by the community in any way. While due to the lack of back story there is a lot of speculation and community in-jokes and the like they haven't really found their way back into the games.

That, I think, would actually be bad for the series.

Normally you complain about "fanfiction" for straying far and sometimes illogically or incredulously from the source characters or scenarios. In Touhou you canonically drink tea and sake, watch cherry blossoms, and shoot fancy sparklies. You can't muck up with prerequisites like that.

That and the Touhou danmaku games wouldn't really lend itself to it in its current fanon format.
