She's shoving a soul inside Shanghai through the appropriate orifice in order to give it a voice. While Shanghai's "mind" is still there, it's then powered by the soul of a child (one of the drowned ones). Which could be seen as overwriting Shanghai's original "self" that was forming (i.e. youkai doll).
