only Futaba bans the rest of the world. Dunno about nico, but 2ch only bans certain IP ranges that were used by spammers, I post there every now and then.
Also, most comments on Nico are just as retarded as what you see on English youtube, albeit less aggressive. Futaba's and Nico's relation is kind of what 4chan's and Gaia's used to be, really.
