Soviets didn't use brass for casings since forever and I doubt any brass-cased military 5.45x39 were ever produced.
Every 5.45 you will find is steel-cased and lacquered/polished.

When the gun fires, the gunpowder in the rear exploes, launching what I think is the head of the bullet from its casing. The empty space at the top is supposed to shatter on impact to produce further damage, right?

Close. That IS the bullet, the brass/steel/whatever behind it is the casing that holds the gunpowder.

But yes, apart from that terminology error you're right. The hollow point of the bullet is supposed to make the bullet expand on impact and fragment, yes.

Reminds me. When I was a kid I had book of "the most dangerous creatures" and the last page had a big leadup like "this is the most dangerous animal ever, are you prepared to knoe the DANGER?"

Being nine years old I was completely stoked, so I turned the page to find a big picture of a bulldozer flattening a section of rainforest. MAN IS THE MOST DANGEROUS ANIMAL, CHILD. Sorry, I was away. >>5309466 got it mostly right, but with some inaccuracies.

The tip of the bullet doesn't "expand" or "cause more damage", that's what hollow-points do.
The void place just makes the tip lighter than the rest of the bullet, shifting the center of mass
and making the bullet highly unstable - this causes the bullet to tumble upon impact, causing
complicated wounds and traveling under bizarre angles, thus making the wound very difficult to
treat properly. The Afghans called it "poisonous bullets" because the wounded sometimes
suddenly died after being shot in limbs etc.

Anyway, it doesn't work as well as the Soviets expected. They supposed the tumbling is what caused the
American 5.56x45 (which they tried to copy) to wound so badly, but it was, in fact, the fragmentation.
And the Soviet design didn't fragment at all.
