It's a comic strip from a resistance movement newspaper during the WWII. Ran represents Hitler, while Chen represents an unnamed rebel. Chen demonstrates her dislike for Ran's unreasonable commands by committing random acts of domestic terrorism, which makes Ran angry, because such incidents are unsettling for her people. The subtle irony here is that Hitler would often manage to use such incidents to his advantage, as they would give him an excuse to take aggressive actions towards people who would be considered dangerous to national security. The "CHEEEN!" yell can therefore also be interpreted as the public denunciation against the resistance movements.
