No. She's a rainbow-colored martial artist. She's a generic youkai, with no apparent species.

The only character in Touhou with relations to dragons is Iku Nagae, messenger of the Dragon King. However, she herself is NOT a dragon, she's an Oarfish youkai.

Kaguya Houraisan also metaphorically represents a chinese dragon, in her eternal duel with the Phoenix, Mokou. But she has no relation to the actual Dragon species, nor Mokou to the Phoenix.

The canon Dragons?

There were the creator Dragons, who created the Sealed Realm (with the implied assistance of Yukari Yakumo). They are terrible and mighty, miles long, and the earth rumbles and sky thunders with their appearance. They can pass through the boundaries of Gensokyo, life and death, Hell and Heaven at will.

There is also the Dragon King who lives in a Palace beneath the sea and yet above the sky. It seems to manages all the affairs in all of the worlds. Whenever great disaster is to strike, it sends a messenger who will do their best to prevent it.

Touhou 13: Yukari and some fairy queen (the kidnaps-people-and-gives-them-over-to-Hell-as-tithe kind, not childish force of nature kind) who helped around with the Western equivalent to Gensokyo swaps Reimu and Marisa for their Western counterparts (probably knighty onee-sama and a rich princess (Ohohoho~ laugh obligatory) who also happens to be a werewolf. ) Four player characters, two distinct storylines, one in Gensokyo, one in the other fairy realm. Ending is fey queen, Yukari and the four playables drinking tea together (in the house/shrine/castle of whichever side that you played as. )

One of the Western bosses is a wyrm girl. Reimu/Marisa piss their bloomers.
