Shmups just aren't the same after Touhou. I don't want to play any more generic sci-fi bullshit. What are some games (they don't have to be shmups/danmaku) that have cute girls doing cute things?

Princess Maker 2. You need to play it on Compatibility Mode or some shit, and even then it probably won't have sound. Still, it'll make you shit yourself with cuteness. Watch the anime too, Petite Princess Yucie.

I have the same problem OP. Every shmup seems to have no personality after Touhou. The gothic loli game coming out on 360 might be decent

It only has one (human) girl, but if you want a cute game with lots of personality, might I suggest the Taiko no Tatsujin series? It's a series of rhythm games from the team behind Katamari, and its gameplay is simple-to-learn, but addicting as hell. There are installments on the PS2, Wii, DS and PSP.

Pic related, it'll give you an idea of what to expect.

Gamestop, $5 used. Doesn't come with the taiko controller, but it can be played with an ordinary PS2 controller. Just look for Taiko Drum Master.

I got it for $5 at Gamestop, but some stupid employee put a sticker on it for "used" and "game only," but it was new, sealed, including drum. Best $5 at Gamestop ever.
