It's because we have websites like DeviantArt that promote people throwing up the first thing they draw for mass consumption. And once it's up it gets comments by conceited, lying whores with their own agenda, saying how great it is to try and increase their own hits and popularity, rather than to encourage the artist to improve.

There are plenty of bad Japanese artists; you only need to pickup a monthly manga compilation to find this out.

The biggest difference I can imagine between Western and Asian comics is that usually Western comics have a lot more people involved in the process while Asian tend to have fewer, if not almost a single person working on a single project. And to answer where the thread is going, there are good Western artists and good Asian artists, and there are also equally bad ones from each as well. As for OP, it takes practice to get anywhere no matter what country you're from. Japanese are known to have a lot of free time, so that's why you have them doing so many things.
