Shannon can't be Beatrice. If you look at their character designs; the one winged eagle is on opposite legs and different shapes. Notice how they go to the effort though of exposing it blatantly on Shannon's sprite(making it important IMO).

I don't think they'd go to the bother of showing it that blatantly if it was. The servants are life long servants pretty much; it was said most of them just retire after they work there as they have enough money. So that makes it more likely the tattoos are permanent.
