He's incredibly good at coming up with catchy tunes. He's also a good arranger, but that's not the reason there's so many remixes and arrangements. The vast majority of musicians never come up with even a tiny fraction of the number of catchy tunes ZUN has, even if their actual skills are much better. And catchy tunes make for a lot of arrangements.
