I don't think people on average are stupider on the Internet. Rather, because most things are in written form, stupid people are more easily identified than they would be in real life. Or, people who lack advanced literacy but are intelligent in other areas seem much less so. You'll also deal with age groups you wouldn't normally deal with in real life. On top of that, you have the fact that older people with vanishingly small technical expertise, but are perhaps intelligent otherwise, won't be commonly found.
