I've come to conclusion that the story is far too convoluted and relies too much on information that hasn't been revealed yet to actually be solved. Its exactly like the riddle that Eva solved in episode 3, entirely stupid until the plot steps in and suddenly everything falls into place.

From what I understand so far there needs to be at least more than one culprit. Too many of the murders are already complex enough as it is and will probably end up being plothaxed past anyways.

Here's my predictions for Rokkenjima Prime.

I think it stands to reason that if Rokkenjima Prime exists, it exists with Battler as a survivor which is to say he's Juuza.

There is some element of that, but early on in the story both sides accept that it's impossible to prove entirely either way, and instead of arguments that can never reach a logical conclusion, one side tries to explain some recent events without the idea of "God" while the other tries to assert that it can't be explained. Not at all in the sense of a usual theist vs atheist debate, but real events that are very personal and not open to much interpretation. A classic murder-mystery.

Later in the story this is completely blown away and it's shown the battle vaguely similar to that of a theist vs an atheist was a cover for finding the actual truth of the events, which undoubtedly rests wholly within the atheist's belief, but that becomes irrelevant. The point becomes what did happen, one mundane explanation or another mundane explanation or another, not mundane versus magical.
